Basic Functions: To lead, develop, implement, coordinate, and evaluate SCH special education programs and services.
Primary Duties and Responsibilities: Reports directly to the Assistant Superintendent for Academic Services and is responsible for:
- Overall planning, implementation, coordination, and evaluation of local, state, and federal Special Education programs and services specified by the State Department of Public Instruction and authorized by the Board of School Trustees
- Serve as supervisor responsible for Assistant SPED Director, primary/secondary coordinators, psychologists, case managers, and speech staff.
- Establish procedures for evaluation, placement, and dismissal of students in all Special Education programs.
- Ensure transportation for scholars enrolled with special education eligibility.
- Serve as liaison with the parents, community agencies, and organizations concerned with Special Education
- Assist in the preparation of the department’s budget and fulfilling all requirements for state Special Education funding including School-based Medicaid and Transfer Tuition
- Ensure grant funds are expended properly and that all expenditures are fully compliant.
- Consult with School City of Hammond, private/parochial school principals, and other personnel on matters pertaining to Special Education programs, services, policies, and procedures.
- Serve as Coordinator for student 504 and staff ADA issues.
- Coordinate the development of inclusive educational practices
- Lead contact for Autism and Community Based Education programming
- Oversee and maintain an effective public relations program for Special Education services provided by the department
- Overall management of Child Find activities and Preschool programs.
- Maintain and coordinate interventions for Results Driven Accountability (RDA) through the Indiana Department of Education
- Manage the federal projects supporting Special Education programs and services
- Represent the district and department and regional and state Indiana Council for Administrators in Special Education and Lake County Special Education Directors’ meetings and other national conferences
- Assess needs and provide appropriate professional development at all levels of the organization.
- Annually evaluate and optimize staffing across the district
- Assist building leaders with reaching 100 percent staffing levels
- Expert knowledge of Indiana special education licensing requirements and pathways to licensure.
- Perform other duties as assigned by the Assistant Superintendent for Academic Services

- Highly skilled in interpersonal relations
- Expert knowledge of SCH Special Education policies and procedures
- Extensive knowledge with Indiana IEP
- Strong organizational skills and proficiency with technology platforms such as Outlook, Google Applications for Education, Student Information System, Microsoft Office, Indiana IEP Advanced Reporting

- Ability to effectively communicate with students, parents, staff, and community.
- Works as a liaison with building administrators
- Maintain a knowledge base and understanding of latest special education trends and laws.
Requirements
- Minimum of Master’s Degree
- Valid Indiana Special Education teaching license
- Director of Exceptional Needs license and/or Building Administration license
- Minimum of three (3) years teaching experience, preferably in a SPED environment
- Minimum of six (6) years of combined teaching and administrative experience in related fields
